The Petro plant would be a nice confirmation. That has been mentioned as a possibility a few times, and it would be a good thing for PNG. It at one time was mentioned to be a possibility for the Gulf Petro-park, so assume it would be there. Or could it be a possibility for Napa Napa? If they plan to build another refinery at Gulf Petro Park then I suppose it could be located there. All of this assumes they are still after the naphtha which comes from the condensate. Some petrochemical plants use natural gas for feed stock. In time that should happen. Napa can be built out after we make discoveries in that general area PPL 236 type stuff.As far as a second refinery at Gulf , I for one have not heard that. Could be, - Tree - 01-06-2012 All this is fascinating. Kavo has long demanded all hydrocarbons from his province, be processed in his province. He had strict no pipeline policy which would allow the the plants and jobs processing his hydrocarbons to be in another's Province. He is likely key in the shift to Gulf Province for IOC start-up, and also why NEC will amend the 2009 Project Agreements as advertised. Early on there were discussions of a new refinery in Gulf Province and a deepwater port for the export. We do know their will be marine facilities and with Gulf Province having MOUs with EWI, Mitsui and Korean entities the likelihood of a 2nd refinery with growing T counts and possibly Oil sometime seem more likely. - Palm - 01-07-2012 This will be interesting to follow. Pet, I continue to wonder about Napa Napa. Wayne and at least one other IOC official have said that an LNG plant at Napa Napa is not in the picture currently. I have been amazed at the amount of work that has been done at the Napa Napa site, for what IOC has been saying is a lay down site for equipment that will end up at Gulf province. That probably is the plan, but all of the excavation being done there looks like more than that will be happening there. I know it's cheaper to do a lot of the planned excavation once you've mobilized the equipment here, but my gut tells me now that it's possible that the petro plant might go here. Your comment makes it even more plausible. But as tree mentions, one of the original descriptions of the EWC petroleum park included a refinery. Time will tell. - jft310 - 01-07-2012 Older talk was to expand the Napa Napa refinery.Currently we are well underutilized we all know.Is part of the construction at Napa for such an expansion??Can the current refinery handle the condensates IOC will be producing.? I was told the IOC condensates will need to be mixed with other products for some commercial applications.Is the land being cleared for additional storage tanks to hold the liquids required for mixture with the IOC condensates? Or is there no way to predict exactly when all these supplies to build the plants will be delivered because of the distances involved and IOC at Napa needs a lot of space for a lot of equipment that may arrive at the same time.Can only move so much up that Purai River at one time. Back in Janurary, 2012 I wrote the above saying that a fertilizer plant could be built at the Gulf Petro Park. I now believe that the Government will utilize a part or all of their share the the Elk/Antelope gas for a fertilizer plant at the Gulf Peto Park. The Government may own all or a part of the plant. The fertilizer plant should be quite profitable since they be able to use the dry gas before liquifaction and will, therefore, not have to pay the cost of liquifaction. The fertilizer can be used domestically or exported. This may be their cheapest method of montizing their share of the gas. I believe the Indonesian Government has several fertilizer plants. They had one in North Sumatra until it had to be closed due to the lack of gas supply. This was probably due to the depletion of the Arun Field. For a fertilizer plant to be profitable it needs a cheap supply of gas. The PNG Government's cost of gas will be unbelievably low since the first 22.5% of the Elk/Antelope gas will go to the Government for sunk cost. They will only have to pay sunk cost, CSP costs and transportation cost. They will also use some of their share of the dry gas for power generation and again they will not have to pay for the cost of liquifaction since they will just use the dry gas for fuel. RE: Janine - Palm - 11-10-2012 I agree Pet and mentioned same this AM. Indon does indeed have fertilizer plants and this week some in the PNG government were talking about the importance of supporting agriculture as a way for the people of PNG to prosper. Would expect O'Neill will incorporate this into future NG projects. |
