Indeed , all institutions Yes, which means the vote is all over before it began. It was 81/19 with 72?ish % turnout last time. Any shot for a rejected deal w/o a decent chunk of the institutions is mathematically possible but exceptionally improbable. At 90% turnout, the Yes vote with institutions only needs 5 million out of 20 million non-institutional votes. At 80% turnout Yes only needs 1.8 million votes out of 15 million. Over and done.
