Must be a clear winner or the bids are so high IOC feels the needs to communicate this solid info to the investment community as soon as possible. May the bidding war accelerate is my reaction.

Logic has to be one or more of the below:
1)Its good news and IOC is excited. (Seems obvious!!)
2)A clear winner would be a reason to announce early. (Clearly possible.)
3)The bids are so robust that IOC fells the need to communicate the information to the market.(The bidding war moves to the next level with many rungs on the ladder of bids.)\
4)IOC is tired of the shorts nonsense and want to crush them this week .
Their may be more other choices this is just a tip of the hat to the board.

This is indeed the earliest ever. Prior to this was back just after that old has-been, Marathon off-cast Henry Aldorf joined this scam-filled company in early 2010. He said that they would work to be more selective in what they released and they would work at getting results out sooner after a QE and YE. That year they announced earnings after the close on a Monday, March 1st. Earliest we might have expected this year might have been next Monday (March 4th) after the close with at Tuesday AM CC. Would give them the weekend to finalize everything. This is mid-week and right on the closing bid deadline for submittal. Henry must be getting even more cranky in his old age.

5) no one will expect them to announce a deal on same day bids are due..so get the cc out of the way and behind us.

Petro if their is a clear winner we could hear. Is their a clear a winner?? IOC can recap the bids though and we can expect that. Your scenario comes into play without a clear winner.Is their a clear winner.??

FWIW, I have worked in IR/PR for public companies since the late 1980s. You always push back earnings for bad news, and always bring it forward for good news.
Methinks this is nothing about bids though, just a new whale of a resource report.
