Becky states she knows how to spend this new revenue stream...Thirty years of new cash. Tree said check I may have more than one relative. Does that mean multiple payments..?? Just asking.???? Maybe I can ask Duma how to get my own personal house in Port Douglas.??Great diving on the nearby reef. Hello Spartina where are you???

But did you tell her that the "stream" is so clear that no one can see it, but just to trust you?

Seems to me that IOC was well ahead of the mapping game, but then whoever was being marginalized protested the results. I suspect that may have been a good part of the problem in the Highlands, a problem magnified by a significantly higher population density.

Reiterating my point, partially delaying payments would not be a bad thing as people and the local economies need some time to ramp up so money can be used responsibly. Otherwise its likely going to go in large part to drugs, guns and girls.

The primary problem in this is with the government themselves. Under PNG law they are the ones required to undertake the LO and social mapping process and be the intermediary in any disputes with these groups. However, traditionally the government has dropped the ball and to get projects moving resource companies have reluctantly gotten the process rolling and either handed the balance to the government (PNG LNG case), or seen the process through themselves (Chevron in the oil fields). In fact Chevron is seen as having handled it in one of the best cases, and now OSH benefits from Chevron's work there. Very few disputes have arisen in the oil field territory because of the process Chevron used and documented. Thousands of resource payments have been made and only some 60 have had any disputes which were resolved peacefully. These fields are also in the Highlands.

The government has caused its own problems and delayed payments only reinforce the distrust that exists. They have what they have at this point; sure seems like they would take copies of the process Chevron used and "franchise" it. The PNG LNG process could have been done a long time ago.

seems like XOM and other project entities making payments of royalties and taxes might want to maintain a detail leger on a web site sso that the PNG people can follow the money trail to the PNG govt and see if any is mysteriously disappearing.  Don't know the details of this but it seems to have the potential to create huge problems like attacks on the fields, pipeline and plants.  I.e., "if I don't get my cut, then I'll make sure no one does."

The problem with internet is at least two-fold. Some 70% of PNG has no electricity. By 2030 the plan is to have made a big dent in that with hydro, gas powered turbines, geo, solar etc. In PNG nothing goes as planned. So hitting that target is unlikely. Then you have the constant funding problem which is at the root of the mapping issue. The internet has similar issues. People who would need to use/understand it won't see it as a "need" for some time. This issue is similar to what it takes to have an election but worse. In elections it just has to be available, as free from corruption as possible and whoever votes, votes. And it's limited to a fairly short window of time. With big money on the line with resource payments it's a much bigger issue. But many years ago Chevron drove a very successful process and got it right.

Seems they should franchise the Chevron process and add fees to the PDL process to be set aside to fund it. Once you are at PDL you have identified a very legitimate resource for a project. The way it's been done to now hasn't worked; it needs to be changed quickly.
