Total to use local groups to develop Papua LNG

Total E&P PNG will as much as possible use local labour and companies to progress the development of the Papua LNG Project.

In a Q&A with Business Advantage PNG, Managing Director, Phillipe Blanchard, says currently local labour and companies are engaged in logistical and drilling activities.
He said the project is already benefiting local opportunities in logisitics and drilling activities. And once full construction starts, which is expected in 2019, more locals and business will benefit.

Total has between 140 and 150 staff based in Port Moresby and PRL 15.
“Performing drilling activities, as well as baseline surveys at the same time, requires to carry a lot of people from one place to the other, hence the logistics base and the personnel requirement. Therefore, to conduct all these operations, we are employing local civil works companies for building our well pads, local specialists or expertise through our contractors for the environmental and social baseline surveys.
“And because we are running our activities from PNG, all our contractors have an office in Papua New Guinea. It is easier for interacting with them and checking directly how things are progressing without having to travel abroad,’ says Blanchard.
Blanchard says the last 12 months were dedicated to progressing the Papua LNG development.
Antelope 6 was drilled at the start of the year and currently on foot is the Antelope 7 drilling which is expected to be the last appraisal where Total will finalise the assessment of the Elk Antelope resources.
Several field surveys have already begun for environmental and social impact assessments and will provide a baseline minimise the potential development impact on the communities and the environment.
Total expects to begin production between 2022 and 2023.

TOTAL officials are visiting the 43 villages in the Petroleum Retention License (PRL) 15 area of the Papua LNG project in Gulf which may be affected when the project starts, an official says.
Environment and Social manager Jeremy Roeygens said the purpose of the visits was to carry out environment studies for the project.
“So far we have got 43 villages that we have visited which are indirectly and directly impacted,” he said.
“We consider of course the villages which are nearby.
“There is no village near our operations. They are actually several kilometres away from where we are doing our operations.
“We are also considering rivers – when we have barges passing by.
“We are creating an impact on the population living here, so we also consider these areas where we call the project area of influence.
“But we don’t have direct impact yet on the people.
“However, once the project is established, obviously this may happen. But we are doing our best right now to identify as early as possible the potential impact that we may create, and can avoid.” Meanwhile, Total held its Papua LNG environment inception report roadshow this week in Port Moresby.
According to the company, delivery of the report was the first step in the process of obtaining an environment permit for the project.
The company said the inception report was important “because we can avoid impacting those people”.
“We don’t want to displace people. It is the right time to avoid these things,” it said.
“We don’t want to disturb villages and we don’t want to disturb the lives of those people.”

Total certainly looks to be the partner we would prefer to have.

It's really difficult to reconcile the current PPS versus the value of the LNG project. I must be hitting my head on the same post and expecting different results.

AU, TOTAL is _Already_ our partner. The only people that desperately need another partner are the ones that have been obscenely incentivised to obtain a change of control by selling the company (as the Yukon court stated) "At any price".

We don't need to sell the company now !!
We need an honest CEO and CFO that understand the Capital markets !!
Think roadshow from the past and a Capital raise . There is no issue with selling parts right now . Just don't need to sell it all unless the price is right . Hint the last offer was substanially below the asset value .

I don't know why raising money to get to first gas is something that can or even should be done through "capital markets". Capital markets might well be the best place to raise money, but with assets in the ground they are not the only place. We need a board that understands exploration and monetization and can be incentivized through a long term committment based upon, say, the five year running average market cap growth of the organization.
