Based on the conference call, that is not true, period. No such deal exists or is even being discussed.

It doesn't even make much, if any sense in the first place, the 22.5% of E/A should be plenty to cover PNG's electricity generation needs.

Actually, it's 27.5%, the other 22.5% they get at cost
