Kikori LOs sign billion kina deal- Gulf LNG to be key - Palm - 12-28-2012

Kikori LOs sign billion kina deal

East Kikori in Gulf Province will be the main economic hub in the Province with the development of multi billion kina Paia Inlet Port Project.
Landowners from the impacted villages signed a an agreement last Friday in Port Moresby with board members of the the Paia Inlet Integrated Development Projects (PPIDC) Co and Gulf Governor Havila Kavo who is also the Board Chairman.
The Project was approved by the National Executive Council (NEC) decision for the development of a deepwater port-wharf at Paia Inlet waterways in the Gulf Province
The Paia Inlet Integrated Development Projects (PPIDC) comprises of:
- The deepwater port;
- A special purpose industrial zone;
- A growth centre; and
- Network of roads.
The landowner representatives acknowledged the Project and pledged their full support towards the government for the project to go on.
Gulf Governor Havila Kavo said the project would cost billions of kina for the port development and township
He said the Project would change the Gulf Province and will make it the economic hub in the Province.
The port project would also benefit largely from the Gulf LNG Project.
Mr Kavo said the project would commence early in the New Year.
They have engaged renowned global companies who have footprints in PNG to work on the Project.
CEO of Paia Inlet Infrastructure Development Co Ltd Mr Emmanuel Mai said they’ve engaged Aecom to do the technical lay work with KPMG as Project Adviser.
Mr Kavo told the landowners that the project would not happen overnight but will at least take some years and urged them for their full support for the development of the project.
The PIIDC project villages consisted of Wowobo, Mirimailau, Tovei, Oumaumere, Gauri, Veraibari and Damarbari villages of East Kikori in the Gulf Province."

Hubline upbeat on PNG shipping venture

KUCHING: Hubline Bhd expects its shipping business in Papua New Guinea (PNG) to grow significantly through a tie-up with PNG Gulf Provincial government and two Hong Kong-based investment firms.

An agreement to set up a joint-venture (JV) company between Hubline, Gulf Oil and Gas Corp Ltd (GOGCL)Energy Pro Ltd (EPL) and East Ocean Asia Pacific Investment Ltd (EOAPIL) is scheduled to be signed in three months, according to Hubline erson" xmlns:foaf="http://xmlns.com/foaf/0.1/">chief executive officer Dennis Ling.

The memorandum of understanding (MoU) to set up the JV company was sealed in Kuala Lumpur on Thursday. Ling said the JV company would undertake businesses to provide shipping and logistic support, mobilisation works and procurement of materials related to liquified natural gas (LNG) and other resource-based projects in PNG Gulf Province.

Hubline, the sole foreign shipping firm to operate domestic services covering five ports in PNG, will hold a 65% stake in the JV while the balance will go to GOGCL (20%), EOAPIL (10%) and EPL (5%).

GOGCL is a PNG Gulf Provincial government's nominated company representing the commercial interest in the development of of the LNG and other resource-based projects in the province. It will participate in commercial dealings and the development of logistics and shipping sector, site mobilisation works and others.

Ling said there were now two LNG projects under development in PNG. The two projects were reported to cost a combined US$22.5bil and are undertaken by ExxonMobil and InterOil Corp.

“The PNG Gulf Province will also see ancillary development opportunities resulting from the LNG projects, such as an industrial park, infrastructure like airports, roads, bridges, water treatment plants, housing and other public amenities that will cater for the resource project activities.

“The logistics component of these proposed projects is estimated to have an aggregate value of around US$500mil within five years,'' Ling told StarBizWeek yesterday.

He said with the development of the LNG projects and other resource-based industries like mining of gold, copper and nickel, as well as plantations, the logistic requirement was expected to be huge, and this would benefit Hubline.

Ling said Hubline was a dominant foreign shipping firm which had been providing both container and break bulk shipping service in PNG since 2007.

Hubline, the sole foreign shipping line granted a domestic shipping licence last year, now deploys a fleet of three container ships and four break bulk vessels in servicing PNG.

These vessels transport machinery, building materials, food and commodities into PNG and leave with mainly scrap iron, agricultural products and timber for the export markets like China and India.

He said the PNG shipping business contributed about 9% of Hubline group turnover of some RM600mil last year. “We expect this to increase to 35% during the second and third years after the JV company is operational.”

Ling said the JV company would charter vessels from Hubline to transport machinery and equipment, building materials and other cargoes required in the development of the LNG and other resource-based projects.

Hubline will beef up its shipping fleet by sending a new set of tugboat and barge to PNG next month, and another set in July.

The company is investing about RM80mil in six sets of specialised built tugboats and barges, which will be equipped with cranes and are capable of carrying containers. Two of the new sets will be delivered with the others between May and September, this year.

The host provinces to the two liquefied natural gas projects-Southern Highlands, Hela and Gulf-have formed a company to help with the development of the multi-billion kina infrastructure crucial for the operation of the Gulf LNG train.

The Paia Inlet Infrastructure Development Company Ltd is expected to be an important developmental partner with the state. The company would enable the three provinces to develop a sea port, an industrial centre, a township and connecting roads to the Kopi LNG base camp, Kikori town, the US$7 billion (K14.81 billion) Elk/Antelope gas field and the multi-billion Purari Hydro project, in Baimuru district, Gulf.

These projects collectively will be developed at a cost of K7 billion, which the national government have already and successfully secured as loan from the Export Import (EXIM) Bank of China."

I don't think we should underestimate the importance of these developments. Having been involved in projects that were dependent on government to do their part, it was crucial to have these "i's dotted and t's crossed" before we were willing to sign off on the project and invest accordingly. Anyone making a multi billion $$$ investment would want these commitments.

Hmmm Maui, Orioli is the feeder for Oreo Bay I believe. Nice add to the announcement. Many assets being compiled to get this port going; Kavo will be velly popular. Now he just needs to get his arse back to Gulf Province once in a while to see the fruits of his labor.
