This is significant.   My biggest concern  has been how long will the institutional holders wait this out. They will not wait forever, but if they hold and with good news coming this could create a significant squeeze.  The lack of new institutional buying is easily explainable.  Unless you have followed this  for a long time you would not go long or short at this point.  New institutional portfolio managers will wait for the print to buy.  Better to buy at $120 per share knowing the NAV IS $250+ vs trying to buy the home run.  The shorts have made their bet as have the longs.  That is why volume has been low and may remain so absent rumors.

When one consolidates to the fund family level then IOC in Dec 2012 had 10 controllers of shares who controlled 70% of IOC shares. IOC speaks to them as to what they want to happen to the company as regards a buy in or buy out of the company at this time. The vote is buyin today but everything changes when the Board selects a partner. These Confidentiality Agreements  then expire.. Thats when it gets interesting. No one can predict what will happen but expect twists and turns.

Crazy thing is your numbers don't even include insides like Phil & Board members which bumps the numbers up even higher. I agree 100% day SD is announced we get a major squeeze
