PETROMIN PNG Holdings is to be disbanded, with its mining and petroleum assets transferred into two other state-owned companies. Petromin’s long-standing managing director and chief executive officer Joshua Kalinoe has already tendered his resignation.

Saying no to Petromin

A Petromin spokesman confirmed toPNGIndustryNews.net that Kalinoe had resigned effective April 4. 

The spokesman said Petromin’s mining and mineral exploration assets would go into a new state-owned entity, Kumul Minerals, while its petroleum assets would go into the separate but similarly named Kumul Petroleum. 

The spokesman said the changes made he and all of Petromin’s staff redundant, but there were opportunities for its staff to go into the other two companies. 

With discussions ongoing, he said legislation had to be amended and the administrative side of things was being looked into. 

One administrative issue is what will happen with the modern offices of Petromin Haus. The spokesman’s hunch is that the “petroleum guys might get a different building”. 

Another issue is what will happen to the strategic alliance struck by Royal Dutch Shell with Petromin in 2011. 

On this matter he suggested we all wait and see. 

“Let’s hope that will continue,” he said. “I’m not sure at this stage how that will evolve.”

PNGIndustryNews.net has separately heard that the 16.6% stake of the PNG LNG project held by state-owned Independent Public Business Corporation’s National Petroleum Company of PNG (NPCP) might end up under the Kumul Petroleum umbrella, but had yet to get confirmation. 

One source said that former prime ministers were going to be on the board of the holding company of the two Kumul entities while another source said the new structure will have Prime Minister Peter O’Neill as the trustee. 

Former Papua New Guinea PMs who are part of the O’Neill’s coalition government include Grand Chief Sir Michael Somare, Sir Julius Chan and Paias Wingti.

Petromin’s existing assets include the Tolukuma gold mine and a string of associated exploration licences, a 22.5% stake of the Elk-Antelope field underpinning InterOil’s Gulf LNG project, a 0.2% stake of the PNG LNG project with an 11.28% in the central Moran field, plus a series of unproven offshore petroleum prospecting licence applications in northern PNG. 

Petromin also has a 30% stake in Nautilus Minerals' Solwara deepsea mining project in PNG, with Nautilus claiming it owes more than $A50 million for its share of development costs so far. 

Kumul Petroleum is actively recruiting for at least a dozen positions through job advertisements in the local press with the jobs ranging from human resource management to technical roles.

Tree-Glad to see Philstar.com is still functioning well. No need for the drums and smoke anymore we have moved into the 21st Century with Philstar.com.
I see progress on PNG but alas its on PNG time. Getting to the sources of ill information about IOC and silencing them at the DPE and Petromin levels is real progress. Being honest unlike Exxon and refusing to pay to get things done is part of nation building that O'Neil has undertaken and kudos to him. Speaks highly of IOC's senior management team that they didn't bend and did things the right way.
The yearly cash flows from IOC's project will be in the BILLIONS and it just needs to be done right. Investors need to relax and just wait BUT thats easy to say and hard to do!!.

Interesting thing this article mentions is that Petromin holds 22.5% of EA as one of its assets. Technically not correct. They were designated but the official election to participate does not happen until a PDL is granted. "Kumul" is the PNG bird of paradise and was the Petromin logo before today. The bird has dumped his load on Kalinoe's noggin and flown the coop. How and where he will land will be interesting. Kalinoe officially done Thursday, maybe we find out then. Maybe we get nice announcement of how things will proceed given those new old news. Old because we've suspected it since January. Hohoho

I bet the discovery that Kalinoe was behind the Duma ads in the papers didn't help him much. He wasn't in charge of the advertising budget from what I understand. Not in his job description. Hohoho

Gee, maybe there was an investigation into Petromin which led to e-mails, texts and phone logs that lead to AU and east and west coast US pps manipulators as well.....sho do hope bonk and eric are properly insulated!!  hohoho.

Hard to figure what this means other than yet another State caused delay in getting this project moving forward. I had thought Petromin had a considerably larger portfolio than E/A, Tolukuma and 0.2% in PNG LNG. Oh, and Nautilus.

Going back to their website news release area http://www.petrominpng.com.pg/news.html reveals that site hasn't been updated since 2010. OK, lots of companies get behind on their web presence. Looking at the Petromin history link suggests Petromin was a company given the opportunity to make something of itself and failed to get anything done. Missing from that history was Petromin obligating the government to pay Nautilus $25 million for sunk costs in that mining debacle.

I wonder if Petromin's attempt at relevance was the idea to acquire that additional 27.5%, but without a better mechanism to pay for it than the blackmail of IOC. Just could be that O'Neil came to the conclusion Petromin had only the capacity to get in the way of E/A development and thus had to go.

The image comes to mind of Phil and company climbing up a steep, dry hill of sand.

Art- I don't think we lose much time here.Maybe weeks not months. O'Neil needs this cash flow for his country and we need the cash flow for the stock price stability. The Japanese need offtakes and Exxon needs NG for a third train. The lawyers and IBers all want to get paid here. Its time alas its PNG time.
