If they are depending on the gas for trains 3 & 4, they are going to have to put in a full bid for the company.  They can't not bid on the entire company because they are not going to want to buy the gas from Shell which would have more leverage over IOC regarding price.  With the other structures, and the sale down to XOM, I don't believe shell has a choice but to bid soon.  Hold on to your horses partner!
