Here is METI/Jobama's energy playbook, Published Dec. 11

http://www.meti.go.jp/english/press/2011/pdf/1220_02b.pdf

We know JP has tremendous need of LNG and they seek equity stakes in projects and they are seeking a stake in IOC's projects.
C'mon Phil, strike that iron into a Samuri sword.
Duma's pressure on IOC could well be coming from Jobama as JP is prepared to offer much more than an LNG project to PNG.

III......
(b) Accelerating development of oil, natural gas, and coal resources
i) Formulating and promoting a public-private natural resource acquisition strategy
- Given growing resource demand and rapidly rising resource prices, the government will formulate a medium- to long-term natural resource acquisition strategy by around next spring
that, in addition to securing necessary resource amounts, will seek to achieve lower public burden by reducing import prices. This strategy will be based on public-private sector collaboration, which will include resource-consuming industries (electric power companies, gas companies, etc.) and related agencies. The government will then promote well-organized and effective resource diplomacy and support the acquisition of interests by Japanese enterprises.
ii) Establishing a support structure for strategy implementation
- In view of increasing necessity to secure stable supply of fossil fuels in the wake of the Great East Japan Earthquake, the government will strengthen JOGMEC’s capacity to supply risk money in order to vigorously promote the natural resource acquisition strategy, with an eye to promoting the acquisition of interests by Japanese enterprises.
- Taking into consideration growing demand for natural gas as a fuel for electric power generation, the government will utilize new financial contributions (industrial investments) from the investment account of the Special Account for the Fiscal Investment and Loan Program to promote the acquisition of natural gas interests by Japanese enterprises. It will also make financial contributions that are necessary when Japanese enterprises purchase development-stage gas fields and implement projects to develop end liquefy natural gas...........

.....iii) Reinforcing cooperation with supplier countries (linkage with infrastructure exports, etc.)
- Many countries that supply new resources of fossil fuels (and particularly coal) are newly
emerging nations that tend to have underdeveloped transport infrastructure (railroads, ports and harbors, etc.), ancillary power and water facilities, and shipping equipment. Thus, the government will build cooperative relationships with these countries in ways that include infrastructure exports.
- Given that some resource-supplying countries are actively promoting human resources development to diversify their industries with a view to future sustainable economic development, the government will reinforce bilateral relations with these countries by appropriately grasping their policy needs and then studying possibilities for diverse cooperation that utilizes Japan’s potential in not only industry and energy but also education and medical care.

IV. Summary
The government will make every effort to steadily implement the Priority Measures that are established here through revisions of relevant legislation, budgetary measures, and other actions and to build systems for stable procurement and domestic supply of natural resources and fuel so that it can respond to drastic changes in resource and energy trends in the wake of the Great East Japan Earthquake.

Hmmm, sounds like something aimed at a developing country with vast unexplored energy assets. O'Neill should reach out to METI and remind them of the Japan/PNG summit that happened 2 years ago. Scan that paperwork and attach it to an email. METI may have had a shifting of people also and just needs an AHa moment.

PNG cannot/will not undermine JP efforts to invest in PNG with irrational Gov't decisions by a temporary EP Ministor, Petromin Board or PM. Chinese have likely developed a similar strategy and we know they have sites set on PNG too.
It would financially benefit JP or CH to own stakes in projects. Would it be better for PNG to deal with SMs or Nations in their resource development projects?

What happened to me?

I am so alone, sitting on this reef. Tree ran off with the the the gal with the rum.

Whale sharks circling around our ship of sail at anchor inside the cove of the reef.

Time for a snooze.
