Or another possibility is they are slow walking the process to make sure no results leak out before the deal is closed.

They could spud A-7 tomorrow and not have to worry about results "leaking out" for a long time to come, but they would be incurring more costs. Spudding A-7 is probably part of and contingent upon the buyout deal.
