Gulf Landowners  are praising the Total/IOC project announcement. But for some reason they are not thrilled with the IOC Community Development staff

Landowners commend French developer

The National, Wednesday December 18th, 2013
GULF landowners have commended French energy giant Total SA for acquiring interests in InterOil to develop Papua New Guinea’s second liquefied natural gas project in their province.
Pawaya Resource Owners Association chairman John Aimai said that Total’s worldwide experience in delivering huge projects would ensure “a total revolution of development” taking place in Gulf.
He said the most neglected and forgotten Pawaya tribe would embrace the changes and benefits from the development of the Elk, Antelope, Triceratops and other potential gas fields.
“According to the association constitution, disputes over land and resource ownership have been discouraged and so far there is nothing to show since the discoveries of these huge oil projects within the last 12 years,” Aimai said in a statement yesterday.
“This association has and will not allow any land disputes to take place and will continue to maintain among the Pawaya tribe.”
Aima however, warned that they would not sign any customary land entry form for further drilling and exploration activities if the current InterOil community affairs manager and his officers remained under the new project management."
I would guess Total personnel would handle this role, much like XOM personnel have handled the PNG LNG. Project.

Wow. That doesn't sound good. I guess it's ok if he's your bastard...until he's not.
