Japan to fund $100 million sewerage project

JObama continues what they have done many times but this time it's their biggest project ever. They are funding a $100 million sewerage project in PM. Interesting financing being used; called a "gift in kind.". That's an interesting phrase. Wonder what that means. Hohoho

Word on the street - bids are $1250 for regrading the ditches along Port Moresby streets and the remaining $999,998,750 is slated for 'in-kind' donations for miscellaneous administration charges.

Maybe they want to build anaerobic digesters at the sewage treatment plan and export the methane produced back to Tokyo?
