Anatomy of a Gulf LNG Bidding War
#21

'jft310' pid='10481' datel Wrote:Its a WAG on JKM..I don't know and agree others have interest. I think the PNG govt likes JKM. We have the Kogas comments, the Mitsui option and Japan need for LNG Big time. Thats why I stated what I did about making the most sense. Fits with whats known to be true. Others can outbid JKM but like Petronas outbid Exxon the PNG govt took Exxon. Could Exxon win again one can see that possibility. Their need for 2014 NG, the T at Gulf province etc. Chevron needs a project Gorgon is cost overrun city and they have cancelled another project in Australia. There are more then other choices besides JKM being the winner. I hope we know soon.

An extremely intriguing situation for sure, and probably some tough decisions for the various parties involved.  We know the three IBs are presenting bidders geographically, and there is an impression each IB has at least one bidder.  JKM of course would be Asia and Macquarie, or is Petronas a possibility?  Europe would be UBS and who?  Shell most likely, maybe Total, or ENI?  Both XOM and CVX would be North America and Morgan Stanley, most likely XOM.  Could there still be more than three finalists?  Maybe some combination of more than one?  Mitsui probably still in in any case.

Is there a Cocktail Party on PNG sponsored by the PNG govt Saturday night?? Are these same investors going to see the IOC wells on Sunday? Is Carlo Civelli going to get clawed back and sell his interest? Is Carlo Civelli on PNG this week?? Did you ever view the Aldorf LNG Conference Tape.?? Did Henry state several times that he thought IOC had 13 T's at E/A at that filmed Conference. Has IOC Mgt asked for any Bid to be FEED ready?? Mini FEED ready?? Is Chevron a bidder?? Did you read the story about Potape and Chevron?? Is their an NEC meeting Monday ?? Will the bids rise with NEC approval?? Just look up the above answers or call IOC mgt and verfiy. Do you own enough shares for you to be on the radar screen of IOC mgt or not?? Will they call you back or do you have to go to them at a meeting?? TIA!!

As you are my primary source of information, I'm in big trouble on evaluating my IOC investment if you don't already know the answers.

EnnerOle has stated all parties they are negotiating with are acceptable to PNG and that they will deliver proposal within 2009 PA framework.  NEC cannot approve a project until all is in order.

What I would do to maximize bids.

1) Require FEED work for proposed scheme is complete to submit bid.

2) I would assign 1 rep from IOC to deal with 1 IB.

3) Collin, Phil and?, maybe Byker.

4) Each rep with IB, selects that IBs best bid

5) 3 IBs = 3 winning Bids.

6) CAs preclude sharing of details with other IBs or each IOC rep from divulging details with each other.

7) Present these 3 bids to IOC BOD and grade them 1-3 in order of BOD preference.

8) Present these 3 to NEC, get conditional approval for all 3 and have NEC rank in preference.

9) Return to each of the 3 with a conditional Gov't approval, binding if they are the winning bidder.

10) Allow 2 weeks for each bidder's best bid, then 1 last BOD meeting and select the winner.

Sure bidding war as winner get's a project, FID by Y/E and booked reserves in 2012.

We haven't NEC action yet, I say we are at #7.

From tody's new presentations, looks like ennerOle is at #8 and eying #9.  Hang on kids!  Final bids coming your way  The fur will be a flying!!

From New Presentation:

Way Forward

APPROVAL FOR PROJECT AGREEMENT FID AND GULF LOCATION

CONCLUDE LNG EQUITY PARTNER SELL DOWN

To those that didn't believe the refinery upgrades please review the slides. To those that thought IOC didn't have a 5000 foot NG column I refer you to the slides. To those that thought a sell down was first I refer you to the slides. NEC approval, then FID then sell own . Why?? Higher bid prices. To those that didn't know about the scope of these presentations May I suggest you listen closer and better.

We be at #9 as of Nov. 15th.  This final bid process cannot be open-ended.  Must be a deadline for bidding.  Adding a 90 day final bid period seems reasonable.  That allowed for Ant-3 results and Holidays.  Nov. 15 + 90 days = Mid-Feb deadline on this process?
