Correction, it says, "The Prime Minister said Cabinet also approved that the project may be commercialised equally and simultaneously on a 50-50 basis between the State and InterOil based on the available saleable gas, using two separate processing facilities." So, "two separate processing facilies", "processing" being a key word.

After reading these comments for the past 24 hours the ONLY thing that makes sense is the government's setting up the terms for a deal involving the sale of gas to Exxon with processing in their "second" facility. Exxon gets more gas and fast tracked ocean pipeline permits to do so. Government gets quick profits to support its near term cash needs.
