IOC is short sale restricted at Interactive. I don't recall seeing that before. Meaning it's fully shorted. Would be nice if they ink the deal before the end of the month. The bigs are supposed to call back their short shares on news. Could get interesting.

Shorts must be pretty confident that no deal is to be announced anytime soon if they increased their position by that much.
How does one define a Confidentiaality Agreement.?? Three persons at IOC know all. Wayne Andrews is not one of them.So if WA who is a VP in charge of WS doesn't know you think the shorts know?????Odds less than zero they know. The point here is to drive a stock price down we need sellers. If they can't borrow more shares to short them the number of sellers drops. The teeter totter swings to an upswing. Called supply and demand. The supply is dropping. At this price demand should be rising.

could be XOM or within Duma's PNG clan. I bet PNG Govt gets. Good update on timing.

If it is in the hands of XOM and IOC lawyers and top execs now I doubt the shorts are getting info like before. The only leak I see would be from the PNG governments and that is a leaky ship. Not sure if they have any intimate knowledge of the deal details. i doubt it.

Actually this is an automatic circuit braker that allows shorting only on upticks and kicks in after a drop of 10% or more.
