They will delay until it no longer matters....

If you're about to lose the hole, you've got to run casing.  That creates problems in the future, but you have no choice.

Still, the only other reason to run the 9&5 is that they actually did encounter carbonates.  You said earlier: " Still no carbonate".  How good is your information?

Guess they don't want to create more evidence which would help our cause and might be used against IOC and XOM.

Since Jan. 2015, when OSH began waiting to issue their drilling reports at the beginning of each month, they've never been this late.
