Getit, my interpretation of the statement is that IOC now feels they have an open and transparent relationship with with the government with no hidden agendas. Everything can be laid out on the table and the project can be discussed in its entirety to the point where when IOC has chosen its partners the government will be onboard, they can declare FID and they can close the deal. Recently we heard that IOC is still negotiating with bidders and the government is involved. That's the best way this can proceed as opposed to the way it used to be. The question is whether when the government/NEC approves the project will it include the partners, etc.? From what we hear those will be 2 separate events, but probably does not necessarily have to be. O'Neill and his cabinet jave made changes in how things function within the government so that things move more quickly and efficiently so hard to know for sure how this will all work. Good thing is we are now on a level playing field.
