Still a lot of work to do, but I like the progress.
Also, if one notes the wording of the response, it appears there are 5 or more bidders.

• A13: It is starting point, if someone wanted 4.2 could. Those are binary issues, it is a starting pt. Some bidders want 4.2, one 4.9, others 3.8, that covers everyone.
So, 2 or more at 4.2 and one at 4.9, and 2 or more at 3.8. So if the wording is accurate, there are at least 5 bidders.
