I think his conclusion says a lot EfiHefiHemi; first you have to get the right structure, which could be different for each bidder, then you have to get all of the particulars fine-tuned, then the agreements (which we know are massive, and you have several sub-agreements). So people wanting to get something like this done next week, or within a month, etc need to understand all of this. Again, the election and setting of the NEC and dept heads really started the process almost completely over; then Nov 16th contingent project approval gave us the possibility of the gov opting in up to 27.5% on a future train (which had to be decided upon by them), and now we hear rumors that they have decided upon an additional 2.5%, which is more than just good for IOC and bidders. It's almost the best we could have hoped for.
So now that the necessary parameters appear to be in place, a SD can be hammered out. That could come at any time now, but could take another month or two also. We just don't know. But IF I were a betting man (which I'm not Crooze!) I'd say O'Neill strongly wants to at least announce the PA as being finalized. Just that is a huge thing after all we've been through over the last year.
