I wouldn't take the Department's objection to immediate PDL award here as any cause for concern. It strikes me the government's position is rational, heading off legal disputes between parties that could unduly burden the courts and create greater delays over time. As the article says, "Regardless, the unitisation that DPE is holding out for is not such a big deal."
