Purely speculation on my part but......If Shell did enter a CA could that permit them access to more reliable information as a legitimate participant of the process and thereby permit them to more effectively oganize a TO if they fail to have the winning bid? Would ANY bid no matter how non-competitive provide a participant more access to what is being bid and by whom? I would think that being involved in the process WOULD have to provide more information not less.....being involed would have to provide more insight than those not involved in the process.....or am I off base on that assumption.
