Sounds like this one of the platform concepts that O'Neill used to convince the former PM's Somare, Chan and Wingti to form his coalition last July. While it is hard to know what is going on at ground level, O'Neill appears to be a very impressive leader that is following through on promises designed to provide a bright future for his country.
