I like your points and believe they are all valid except for the likelihood that the NEC (and probably the DPE. by a fair amount of evidence) used to follow Petromin's lead. Change the Petromin board and the lead changes as well. That is where the impact of the current activity most likely occurs.
To the point of timing, as far as who signs what contract the bidders need assurance that the government (PM, NEC and DPE) approves of the agreement and will cooperate. Many here think that's done. What might be holding up the show is something as mundane (LOL) as who gets the billions to build and run the LNG (and possibly CSP). With all the news about Woodside you have to imagine they could be a player here.
Imagine the politics that need to be sorted on that account. I've long thought there to be major interests in Australia well aware of the resources in IOC's PPLs and see their own wagons becoming unhitched, if temporarily, from the LNG star. Bottom line, money and self interest are the trump cards. PNG holds those cards and are determined to play them.
And the construction subcontracts and guarantees? Those issues could (but won't) go on for years.
As they say, IMHUO. Or, on this board the more direct, "use or flush".
