They do change their requirements from time to time. For example, at one point about four or five years ago they were willing to take 100% of the shares in the Roth. They returned shares and stopped or borrowing for a while. They stated that their new policy will only allow 50%.
I have picked up from other message boards that policies vary with the brokerage house. And seemingly any one of them might change policy at mid-day and turn their overhead loose to telephone unsuspecting customers.
