Projecting my own feelings onto PM I'd say Phil quit because Shell got the company. I wouldn't work for those bastards after what they did to IOC. I'd quit too. Whatever happened, Phil lost the motivation to lead (or was fired). Especially curious is the 7 day notice. That's almost an unbelievable timeframe.
