I'm convinced the SMs seek a ROI as close to 12% as they can get and security. They do not try to maximize returns as that is where the risk lies. Henry is all about maximizing value through the value chain. He's shown Phil how that gets done by learning from his, and his team's experiences, at LNGL. The way to maximize returns is beginning with a large enough resource, accelerating it's production with parallel production plants and back up it's growth with exploration potential. Doing this with the lowest cost gas and the lowest cost production. This is called Gulf LNG. What Henry has done is put the inefficiency money into the pocket of IOC shareholders. As the OT Mcf costs have nearly doubled and production costs have gone down that is a huge windfall for IOC shareholders and project partners Petromin and Pac LNG.
Me thinks Henry is creating the exception to the 'if it looks to good to be true' rule.
