It doesn't get a lot of attention, but EWC have spoken often to me of developing integrated distribution infrastructure and channels to create supply-lines across Asia with tight partnering. The Philippines is a bit of a go at that, with the import/re-gassification terminals and power station maximising value for the "partners" along the food chain. It is very much a long term vision, and one that really appeals to IOC.
