Effect of new chemical plant Konebada

Interesting that no mention has been made of the $1 billion methanol and DME plant which O'Neill announced a couple of weeks ago.  Any AGM attendees ask about or hear any discussions on this?  When O'Neill announced this he said,

"I’ve already made it clear to our partners such as InterOil and ExxonMobil that part of our natural gas and oil must be used for the development of DME/methanol and power supply,” and stories state, "He also assured them that the government will provide the gas reserves (1.2 tcf) needed for the project."

Some interpretations of this were that it meant the government was going to allocate it's share of a resource to this project, but I don't think that's the case.  Power supply I agree would come from a government in-kind fairly small amount of gas.  But this plant is going to be a venture of "Itochu and its partner, Mitsubishi".  With the need to build another pipeline for trains 4-infinity I think the planning will include getting product to this chemical plant.  The natural assumption is they will use NG as per this diagram:

Thus this plant will be a customer and unless IOC and XOM become owners in the plant, the price would be nice.
