I have never been in a data room and I know nothing about how they are set up or what is available.
From a logical standpoint I would think IOC would provide 100% of the data available for whatever the outside company is bidding on and nothing on licenses, prospects or property that they are not bidding on.
For example if they are bidding on PRL15 they get 100% of the available data for that area.
If they are being offered a chance to farm-in to PPL 236, PPL 237 or PPL 238 they should be provided 100% of the available data for the appropriate license area.
