To my understanding the IOC board can convene at anytime. I do not think the timing of the board meeting with regards to IOC would make a difference. Not sure with regards to XOM. Also, this is a big deal. If the major points are agreed to then the deal will be pretty much done as approved before. Its just legal language etc that the board will likely rely on their counsel to delineate.
Let's get it done.
