My bet is that Mr. O'Neill IS serious and will do the needful as soon as he's entrenched as PM without fear of a no-confidence vote.
As far as Mr. Duma is concerned, his relationship with the Police and Military make it very difficult to oust him regardless of any potential transgressions.
