As ArtM72 commented in another thread, there is a certain irony IF in fact we are delayed due to the "requirement" that there be a Gulf LNG plant built. It seems to me, that Phil M was trying to do build a modular plant with EWC (& floater with FLNG) in the Gulf province and was blocked by Duma because it had to be a traditional plant outside of Port Moresby !
Now, we are 'leaning' towards a traditional plant outside of Port Moresby (with XOM) and we are being hassled because there is no Gulf LNG plant !?!?
Of course, it is not at all clear what the holdup is about, but, certainly a possibility that we are having to try to please too many "masters"...
