I wonder, who is PNG Power Ltd (PPL) and why does the government owe them money? These are tiny power plants meant for small local needs. Hardly worth EWI's bother unless there's much more to come. It seems they'll be liquid fired (from IOC refinery) until gas is available to replace the liquid fuel.
