"... development of DME/methanol and power supply" to my mind doesn't mean DME and methanol. It's one or the other since both are high investment

==> Methanol - - - yes. Including downstream plants to produce other products such as Ammonia, Urea, and possibly even Olefins. PETRONAS makes a lot of MeOH
==> DME - - - not likely to be found attractive in a detailed feasibility study to my opinion
