Richard Chandler just filed 13G; owns more than 5% of IOC

Not sure about that Trans; Soros filed his 13G on Feb 10th with a Feb 8th day as the date of the action requiring the 13G filing. But if you look at the charts, on Feb 14th we had a 1.5 million share volume day, then it tailed off some before picking up the last 3 trading days last week, so if this was part of that story we heard that Soros sold a block of shares to Goldman and JPM was accumulating shares for "someone", it could be he was buying that block. I'm sure we'll never know unless Sir Richard shows up at the AGM and we can ask him.
