The company has stated they intend to file the 20F by November 15th, which is the deadline for the first of a possible two six month extensions.  I think there is anticipation the filing is imminent.  The action today no doubt was a short attack and subsequent blow out of a lot of retail stop loss orders.  This kind of attack was to be expected running into the actual filing - one last stand for the shorts.

Trading pattern is very similar to a biotech company announcing the imminent clinical phase 3 results. Often you see big down ticks before the news release.
