Sounds also like he's somehow been convinced that there is resource in that area alone which exceeds the 10 or 11T necessary to build the second LNG plant with intitially two trains AND ship another 4MTPA over to PNG LNG.
Importantly he was quoted to include Total in the partners which will develope the resource. That strongly suggests to me OSH doesn't have the support of PNG in its quest to gain majority control over PNG LNG and eliminate Total from the team. No government approval of the OSH takeover of Total shares is yet another reason why the arbitrator would consider the OSH buyout terms not equivalent. An amicus brief from PNG to that effect would certainly be helpful, wouldn't it:-).
