Don't think that's what's going on. Subsequent to the PR I posted above IOC issued it's Q2 earnings. In that PR it states:
"In the past two weeks, Total of France has assumed operatorship of the PRL15 joint venture and the Elk-Antelope field, which is being developed as the Papua LNG Project."
My guess is the initial plan was for IOC to be Operator through Ant4 S1. However, when Total formally took over as Operator of "the PRL15 joint venture and the Elk-Antelope field...", that included seeing the rest of Ant4 ST1 through.
