Lots of journalists write articles about subjects they don't understand well. These days there is a plethora of articles about the Middle East, and about the bear market in oil, by journalists who don't know what they are talking about. This guy says that Interoil doesn't have a deep understanding of the reefs which are their targets. There is no way he could know that. It's just trashy ignorant journalism.
