FID usually comes after they get all the Basic Engineering Packages completed, firm EPC bids to construct the as-designed plants and facilities are in-hand and financing is lined up. In other words, when they are quite sure of the final cost (within +/- 10%) and they know they will borrow the money from somebody.
It takes about 6 months to prepare and submit the EPC bids after the Basic Engineering is available from the many Licensors (Gas Treating, Condensate Separation, Tankage, Pipelines, Utilities and LNG Production).
However, this timeline could be shortened if they go to someone "Sole Source" . . . such as Technip.
PNG LNG's FID was about 5 minutes after the financing deal was signed in December 2009 when it was very difficult to get money after the "Great Recession and Financial Crisis."
