Would be a good sign if O'Neill does not reappoint Duma as minister for the DPE, Duma certainly has very little leverage to demand anything. I would have thought with the very negative article from Exxon prior to the elections about Duma and the DPE would be enough to make some changes there. As we have seen though nothing is straight forward in PNG.
