I thought that too, but now am wondering if the government isn't far more interested in getting construction moving on the CSP in Gulf and units 3&4 than who does it.
I think that the government would want train 3 AND the Papua LNG project to go forward. For the government, TOT's presence is a trophy in the economic development showcase. Having 2 supermajors hustling to sell the country's lng into Asian markets surely must be seen as better than simply becoming an XOM client state.
