True, but I would think avoiding the certification payments to XOM (and more likely the re-cert payment to XOM in a few years after we all know what's really down there) would make IOC the more attractive target. Unless TOT truly believes there is only 7T's down there, they are going to have to pay XOM a lot of money eventually. The only way to avoid that is to completely own IOC.
