I see no waiting for Total . They have a contract with IOC to build Papua . The bidding war winner assumes that contract .

I don't think so.  That's why there is an FID.  They have been talking like FID is a certainty, but it is never a certainty.  The world has changed since the SPA was signed.  Most realize the smart thing to do is to reduce costs by collaborating with XOM as much as possible.
