Second rumor Duma demands Shell or they will pull the licenses. Per the company this is absolutely not true .But doesn't stop the shorts from making it up. Same crap different day.There are no quotes in the published article from Duma. Just a rehash. This at $75 is a chance to add. The solution is simple announce the deal.
