I don't know anything about the guts of the receiving terminals, but it would seem that the thermodynamics of the process would involve heating the LNG in a controlled fashion.  So the energy flow (heat) at the terminal would be into the process, not out of it.  Wouldn't using the expanding gas to turn a turbine slow the process down?  A nice question for a physics class. :-)
