It appears OSH is quoting a percentage ownership before giving effect to either the TOT deal or the government back in.
Remember, as it stands, before any deals are done IOC owns 75% and the IPI 25% of PRL 15.
After IOC buys out the IPI, does the deal with TOT and the gov backs in, IOC would own 30%. 25% of that 30% represents the IPI stake leaving IOC with 22.5%.
