I certainly will not complain about having the name Goldman Sachs behind a BUY rating on IOC. However, imho, this new GS report on IOC is of lower quality than others that have been issued, although no time to discuss now.

Goldman needs time to get their clients in the stock before tbe major catalysts hit . Thus this timing and this report quality and verbage.
